Only if they give you their address. Otherwise post something in the comments you would like to say to them. Most people you have to get to know a little first before they send you their email address.

You can start a new thread and title it to that person here on the forum. Otherwise if you notice them playing or commenting in the game comments say Hi in the game comments. I think the game comments get read more widely then the Forum so you may have a better chance of getting their attention in the game comments.

Maybe you have noticed that some people put their email addresses in their profiles. That means they want to get mail. I can put you in the email circle if you want other people in the circle to know your email and then you can contact them or vice versa. Myself or others can also pass on forwards.
