Yes, there are various move combinations resulting in scores of 151,152, 149 in trying to find lowest moves.

You can play the 2 over or place it on a black three using 9 first, whereas, you have to place it on a black three using the 9 first. It is what is referred to as a freebie, in that the play value is the same whether you place it on a black three or play it over. Usually it will not cost you a move if you bring it down when it can be played over after flip ,unless it blocks a card that could be played or moved.

I found a few ways to finish, but not for 148 or less...
